Lagos State Warns Electricity Companies: Get Licensed or Pay ₦20 Million Fine

 


The Lagos State Government has warned all electricity companies operating in the state that they must get a proper license from the state. Any company that continues to work without a license will be fined ₦20 million.

This warning was shared in a statement by Adetola Idowu, Deputy Director of Public Affairs at the Lagos State Electricity Regulatory Commission (LASERC), on Wednesday.

The directive, called Order No. LASERC ORDER/001/2025, officially sets the rules for how the electricity market should operate in Lagos. It takes immediate effect.

According to LASERC, this order also marks the full handover of electricity regulation from the Nigerian Electricity Regulatory Commission (NERC) to Lagos State, based on the Electricity Act 2023 and the Lagos State Electricity Law 2024.

Now, only LASERC can issue licenses or permits for electricity-related businesses in Lagos.

“Anyone using a license from another regulatory body is still breaking the law under this new rule,” LASERC said.
“All companies working without a LASERC license must stop immediately and apply for one.”

Penalties

Companies that fail to comply will face:

  • A ₦20 million fine, and

  • An extra ₦20,000 for every day they continue without a license.

Operators who are unsure if they need a license are advised to contact LASERC for confirmation to avoid being fined.

The order also states that for now, national guidelines—like tariff rates, safety standards, and metering rules—will still apply in Lagos until LASERC decides to change them.

In the same statement, Dr. Fouad Animashaun, the CEO and Commissioner of LASERC, said the commission is focused on creating a safer and better electricity market in Lagos.

“This new order helps us make sure the power supply in Lagos is safe, efficient, and reliable,” he said.
“We want to protect both electricity users and investors and make sure we follow global best practices.”
